is a North Carolina–based research and development company focused on survivability infrastructure.
The company was founded to address a critical gap in disaster response: the scenario in which evacuation fails and individuals are left without adequate last-resort protection.
At its current Phase 0–1 stage, the company is engaged in engineering research, survivability modeling, material evaluation, and validation pathway planning. Development efforts prioritize disciplined language, regulatory alignment, and responsible progression toward future testing and certification.

Founder
Rufus Lowman Jr. is the founder of Blueridge Innovation Labs. His work centers on survivability infrastructure and the systemic vulnerabilities that emerge when evacuation-dependent disaster strategies fail.
He established the company to pursue disciplined, engineering-first development of last-resort refuge systems intended to address life-safety gaps in extreme emergency scenarios. His focus remains on responsible progression through research, validation, and regulatory alignment before any future deployment considerations.
